The Alliance issued a new briefing calling for a bold programme of low-carbon refurbishment of Scotland’s homes set in the context of a National Infrastructure Project, incorporating targets for energy performance, fuel poverty and climate emissions reduction. The programme should include incentives, support and regulations aimed at cutting greenhouse gas emissions and tackling fuel poverty. We believe a ‘Warm Homes Bill’ that incorporates these policies and programmes should be introduced to provide a strong statutory foundation. Read more: EXHA_policybriefing_May2015
